In seguito agli attacchi terroristici dell'11 settembre 2001, il presidente George W. Bush monta un caso per invadere l'Iraq e destituire Saddam Hussein. Mentre il resto dei giornalisti di Washington prende come oro colato le parole del presidente, Jonathan Landay e Warren Stroebel vogliono vederci più chiaro. Indagando per conto proprio, inseguendo tracce e utilizzando fonti governative anonime, scoprono che le ragioni esposte da Bush per entrare in guerra si basano su menzogne e falsi segreti. Tuttavia, realizzeranno presto che esporre la verità e trovare qualcuno disposto ad ascoltarla sono due cose separate, soprattutto quando il rullo dei tamburi di guerra annienta qualsiasi manifestazione di dissenso.
