Siamo a Siviglia, nel 1759. Il conte di Almaviva (Agus) è innamorato di Rosina (Barzizza), la figlia del governatore della città. Quest'ultimo ha però deciso che la giovane sposi don Alonzo (Rascel), il capo delle guardie. Almaviva chiede allora aiuto al barbiere Figaro (Totò), conosciuto in tutta la città e maestro di intrighi. Insieme decidono di rapire Rosina, ma non tutto va come previsto...
