Beffardamente ispirato al romanzo Zabibah and The King di Saddam Hussein, il film racconta le eroiche imprese di un generale dittatore, Haffaz Aladeen, despota egocentrico ed ottuso, che cerca di sventare la minaccia della democrazia nel suo paese, l'immaginario Stato africano del Wadiya. Aladeen è comicamente rappresentato come un convinto anti-occidentale, antisemita, amante della guerra e delle belle donne, con cui ha formato il suo esercito personale. Mentre si trova ad un congresso Onu a Manhattan, dove si reca poiché è stato invitato dalle Nazioni Unite a dimettersi, rimane vittima di una congiura ordita dallo zio Tamir, che lo fa rapire e lo rimpiazza con un sosia ancora più idiota, nell'intento di controllare il paese.
