Alcuni anni prima della guerra mondiale, Mosca invia a Parigi tre agenti: portano con sé i gioielli della granduchessa Swana, che il regime sovietico ha confiscati e vuole vendere. La granduchessa decide di opporsi, con tutti i mezzi, alla vendita, e dà al proprio amante, il conte Leon, l'incarico di agire in questo senso. Il conte avvicina i tre agenti e riesce a farseli amici, iniziandoli alle delizie della dissipazione parigina. Il contegno scandaloso dei tre agenti provoca l'arrivo a Parigi di un ispettore sovietico, cioè di Ninotchka, giovane comunista, bella ed austera.
