A San Francisco la giovane Emu O'Hara assiste per caso all'uccisione di Sonny Shimkazi, un esponente del clan degli Yakuza. Il killer è Yo Hinomura. Pronunciando il proprio nome l'assassino, secondo le regole del paese, avverte il testimone che sarà lui la prossima vittima. Emu torna in Canada: spaventata da quanto accadutole, dipinge il volto del killer, che l'ha anche affascinata. Frattanto il boss Shudo Shimkazi arriva a Vancouver deciso a vendicare la morte del figlio il cui assassino appartiene al clan cinese "Figli del Drago".Shudo chiede alla polizia di usare Emu come esca per catturare Yo, ma all'uscita del Municipio viene ucciso, anche lui, da Yo. Emu è ancora una volta testimone del delitto. Nitta, agente dell'Interpol e l'ispettrice Forge interrogano a lungo la donna che si chiude nell'assoluto silenzio. Poi Emu si incontra con Yo e mentre ha con il killer un rapporto intimo il nuovo capo del clan degli Yakuza, Ryuj Hanada irrompe nella casa: Emu rimane ferita. Yo disobbedendo alle regole non la uccide e la conduce in ospedale. Successivamente la giovane - strettamente sorvegliata - riesce a fuggire e raggiunge Yo in un rifugio. Un maestro dei "Figli del Drago", Koh, riceve l'ordine di uccidere Yo ed Emu. Frattanto Yo rivela a Emu la sua storia: di professione ceramista un giorno fu contattato dai "Figli del Drago", trasformato in una "macchina per uccidere" e, pertanto, soprannominato Crying Freeman. Poi Yo si allontana con Koh: in una violenta sparatoria i due uccidono Ryuji Hanada. Yo e Emu di nuovo insieme debbono fronteggiare Lady Hanada, la vedova del capo clan degli Yazuka. Nel mortale scontro finale c'è anche Nitta, il detective, del quale si scopre il doppio gioco.
