Tom Farrell, giovane superdecorato ufficiale della marina americana, viene chiamato a Washington per fare da collegamento fra la Cia e il Segretario della Difesa David Brice. Ad una festa frequentata da politici, Tom fa la conoscenza di Susan Atwell, l'amante di Brice, e fra loro nasce una relazione, fino a quando, durante una scenata di gelosia, Brice uccide involontariamente la donna e cerca poi di far ricadere la colpa su una fantomatica spia sovietica.
