Durante la Seconda Guerra Mondiale, il giovane idealista Edward Wilson viene assunto presso l'Ufficio Servizi Strategici, antesignano della CIA, una decisione che cambierà per sempre il corso della sua vita e modificherà la configurazione geopolitica del mondo fino ai giorni nostri. Essendo uno dei fondatori della CIA, e lavorando nel cuore dell'organizzazione dove la doppiezza è una dote fondamentale e dove nulla è quello che sembra, l'idealismo di Wilson verrà lentamente eroso dalla sua natura sempre più sospettosa che rispecchia un mondo che sta per entrare nella paranoia della Guerra Fredda. E mentre i metodi da lui proposti assurgono a procedure operative standard, Wilson diventerà uno degli agenti operativi più importanti.
