Nel 1938 a Los Angeles un giovane pilota, Cliff Secord, trovato casualmente un pacco contenente uno strano congegno a forma di missile, scopre, insieme all'anziano meccanico Peevy, che questo ordigno, indossato a guisa di zaino, può consentire ad un uomo di volare. Cliff, entusiasta di questo razzo che utilizza, con temerarie acrobazie, in situazioni di emergenza, viene a conoscenza che al ricupero del piccolo ordigno, ideato dal fisico Howard Hughes, sono interessati sia l'Fbi per gli Stati Uniti, sia una banda di malviventi, capeggiati da Eddie Valentine, su incarico del noto attore americano Neville Sinclair, un subdolo individuo in combutta con un gruppo di nazisti insediatisi a bordo del dirigibile tedesco Zeppelin in navigazione aerea su Los Angeles.
