Frank Horrigan è un agente dei Servizi Segreti ormai prossimo alla pensione, duro, spigoloso e scomodo. Da 30 anni vive tra incubi e volontà di riscatto: Horrigan scortava Kennedy quando questi fu assassinato ed il suo rimorso è quello di essere stato inerte. Ora che il Presidente in carica è in giro per gli Stati Uniti, essendo in corso la campagna per la rielezione, Frank ottiene di essere destinato alla sua sicurezza personale. Mitch Leary è invece un ex agente della CIA, frustrato dalla propria carriera e paranoico ma anche un maestro di trucchi e travestimenti. Leary ha deciso di uccidere il Presidente fabbricandosi un'arma con un materiale non metallico che testa su vittime innocenti, uccidendo brutalmente persone a caso.
