Le spiagge della California sono a volte battute da venti che provocano spaventose mareggiate. Sono l'occasione migliore per le esibizioni dei vecchi e nuovi campioni del "surf". Tre di questi - Jack Barlow, Matt Johnson e Leroy - si mettono in luce nell'estate del '62: sono i beniamini dello stravagante Bear, artigiano delle tavole per questo sport, ex campione, filosofo. Negli anni che seguono i tre amici si incamminano per strade che lentamente li separano. Matt e Leroy riescono con vari trucchi ad evitare il Vietnam mentre Jack vi passa tre anni. In guerra muore Waxer, un comune amico, al cui funerale assiste solo Matt che ne subisce un forte trauma. Nella primavera del 1974 il mare si ingrossa spaventosamente. Bear chiama i tre che, inopinatamente rispondono all'appello e affrontano le gigantesche onde, sotto gli occhi impressionati della folla e dei nuovi aspiranti campioni.
