Nel terzo millennio le megalopoli sono ormai terra di conquista per una criminalità perversa e polimorfa. Un pericoloso criminale, Rico, ex giudice e collega di Dredd, evade e uccide, con la divisa di Dredd che lo aveva a suo tempo condannato, un cronista che da tempo è ostile a Joseph che viene processato, e nonostante la difesa della collega Hershey e l'interessamento del vecchio giudice Fargo, che addirittura si autoesilia per salvargli la vita, il giudice Griffin lo condanna all'ergastolo.
