Crowe interpreta il reporter Cal McCaffrey che, grazie alla sua scaltrezza, si ritrova a risolvere un mistero di delitti e collusione nel quale sono coinvolti alcuni dei politici e degli uomini d'affari più promettenti del paese. Il membro del congresso degli Stati Uniti Stephen Collins (Ben Affleck), bello e imperturbabile, è il futuro del suo partito politico: onorevole eletto, è il presidente di un comitato che supervisiona la spesa della difesa.
